The Disability Services Council
How and When the Council was Created
The Disability Services Council was established in the same legislation as the Disability Services Boards during the 1992 Virginia General Assembly.
Mission and Duties
The Council develops guidelines for DSB establishment, needs assessment reports, and the Rehabilitative Services Incentive Fund (RSIF). The Council reviews RSIF request proposals for consistency with the guidelines and determine awards for competitive RSIF proposals.

Membership
The Council membership consists of the following: Commissioner of the Department of Rehabilitative Services, the Commissioner of the Department for the Blind and Vision impaired, the Director of the Department for the Deaf and Hard of Hearing, the Superintendent of Public Instruction for the Department of Education, three consumer members with a physical or sensory disabilities and one representative of local government.
Budget
There are no funds appropriated to the Disability Services Council. The Department of Rehabilitative Services absorbs the cost of member travel, staff support, etc.
