The Disability Services Council
About the Council
The Disability Services Council was established in the same legislation as the Disability Services Boards during the 1992 Virginia General Assembly. The Council consists of the Commissioner of the Department of Rehabilitative Services, the Commissioner of the Department for the Blind and Vision Impaired, the Director of the Department for the Deaf and Hard of Hearing, the Superintendent of Public Instruction, three consumer members representing physical and sensory disabilities and one representative of local government. The Council develops guidelines for DSB establishment, needs assessment reports, and the Rehabilitative Services Incentive Fund (RSIF). The Council reviews RSIF request proposals for consistency with the guidelines and determine awards for both the regular and competitive RSIF proposals. The Council also reviews and establishes the formula for allocation of both the support staff and RSIF funds.
