The vendors providing consumer services under the Extended Employment Services (EES) and Long-Term Employment Support Services (LTESS) programs have been required to submit various data elements to DRS on their monthly Requisition/Invoice. This required information is then recorded each month and a cumulative report is produced each year from the Department's database.

In 1987, DRS started providing vendors with a Profile Sheet that included their EES original allocation, end-of-year expenditures, total consumers served for each year, average monthly productivity, monthly wages, hourly wage, and hours worked. We also included the statewide average monthly productivity, monthly wages, hourly wage and hours worked. The EES program provides funds for extended employment services, off-site employment, enclave and mobile crew.

The intent was to allow individual ESOs to see their yearly statistics and also to be able to compare their statistics with the statewide averages. ESOs shared this information with their advisory and governing boards, as well as, other stakeholders.

The LTESS program was added in FY 1995. LTESS programming, in addition to services provided through EES, can support the individual Supported Employment model. The statistics reported by each organization may include supported employment individual placements. Unfortunately, our computer program cannot separate the production statistics between the daily rates in enclaves, mobile crews, onsite and offsite extended employment services from hourly individual supported employment. Therefore, the statistics for individual vendors who may offer a full array of services are understated for individual placements and overstated for group or facility based models when compared to statewide averages.

It is important to remember that in most organizations, the EES/LTESS programming is only a small portion of their overall operation and budget. Therefore, consumers sponsored under these programs may represent only a small percentage of all consumers in the organization. The data our agency holds on these ESOs is a reflection EES and LTESS programs only. The rates shown are only those that are used for long term follow along purchased by the Office of Employment Services & Special Programs. It is suggested that DRS Regional and local offices use the rate sheet attachments included with the "Profile Sheets" to compare rates of different vendors for the same service.
