The regulation establishes protocols to approve research proposal involving customers of the Department of Rehabilitative Services (DRS), Woodrow Wilson Rehabilitation Center, employment services organizations (sheltered workshops) or centers for independent living as mandated by state and federal law. The regulations establishes a human research review committee to implement these protocols, requires researchers to divulge their research plans to the HRRC to obtain approval for the research, and provides that human participants will be provided with information regarding the action and know consequences of the research.
